The United Party For National Development (UPND) manifesto is the blueprint for Zambia’s economic transformation and social progress under the New Dawn Administration. It outlines strategies to stabilize the economy, enhance public service delivery, and accelerate national development.
The Core Vision & Pillars
The manifesto builds on previous achievements, such as debt restructuring and the expansion of the Constituency Development Fund (CDF), by anchoring the nation’s future on five strategic pillars:
- Growing the Economy: Focuses on aggressive job creation (aiming to generate $65 billion USD in economic value through target metrics like 10 million tonnes of maize and 10 gigawatts of power), agriculture development, and private sector empowerment.
- Connecting the Nation: Prioritizes energy security, infrastructure, and digital transformation.
- Serving the People: Aims to lower the cost of living while strengthening health, education, housing, and social cash transfer programs.
- Building an Efficient & Accountable State: Commits to zero-tolerance corruption policies, lifestyle audits for civil servants, and transparency in public records.
- Financing Zambia’s Future: Leverages public-private partnerships, capital markets, and foreign investment to realize Vision 2030.
